take the corn tortillas and brush with oil on both sides. cut in fourths with a pizza cutter.  place on a greased pan.  bake on 350 for about 10 min.  while tortillas are baking, cook the ground beef in a skillet.  place beef in skillet, add salt and pepper, and cook until done.  drain the beef.  take the tortillas out oven and begin to build nachos.  add a layer of cheese first, then beef, another layer of cheese, salsa, and jalapeños.  place pan back in oven and bake for another 10 to 15 min or until the cheese is melted.
